HCMC – The HCMC People’s Committee has issued a plan to implement the city’s program on artificial intelligence (AI) research and development for 2026 under the 2020–2030 roadmap.
A key target is to raise the rate of direct application and commercialization of AI research outcomes and intellectual property assets to more than 60%.
To achieve this goal, the city will strengthen mechanisms for commissioning science, technology and innovation projects from the public sector. HCMC encourages domestic technology groups, research institutes and universities to contribute ideas and pilot AI solutions aimed at addressing urban governance challenges, improving public-sector productivity and enhancing information security.
The Department of Science and Technology and related agencies will also organize outreach and training programs on the 2025 Artificial Intelligence Law, which recently took effect, to establish a standardized legal framework for the digital business community.
Alongside policy development, HCMC is accelerating investment in two key technical foundations: computing capacity and big data infrastructure.
On digital infrastructure, the city will prioritize improving 5G coverage quality and expanding Internet of Things (IoT) connectivity. Notably, HCMC plans to study the development of dedicated high-performance computing (HPC) capacity.
This infrastructure is expected to support training large-scale AI models and processing complex tasks related to traffic forecasting, environmental management, healthcare and urban planning. A resource-sharing and allocation mechanism for HPC infrastructure will also be developed to support research institutions, universities and technology companies.
On the data side, authorities will focus on standardizing, digitizing and cleaning sector-specific datasets, particularly in high-priority areas such as land management, construction, urban planning and public administration. The city’s shared data repository and open-data system will be connected through integrated platforms and open APIs to improve accessibility for businesses while maintaining information security through traceability technologies.
